The Department of Commerce Announces a New Enterprise Services Initiative

The Department of Commerce (DOC) recently announced the creation of a $50 million, three-year initiative called the New Enterprise Services Initiative. The goal of the initiative is to increase economic opportunities for small businesses and entrepreneurs across the country.

The DOC’s ESI program will provide grants and technical assistance to startups and entrepreneurs in high-need sectors, including advanced manufacturing, clean technology, space technology, cybersecurity, healthcare IT, and others. These sectors have been identified by the National Institute of Standards and Technology and the National Science Foundation as having the greatest potential in terms of job creation and economic growth over the short term. The ESI program will also focus on developing the skills of early-stage companies to help them succeed.

An application outlining your project and how you intend to spend the funds;

A budget breakdown listing all expenses associated with the project;

Two letters of recommendation, and

Any additional documentation necessary to justify the request is

A panel of federal government agencies, state governments, nonprofit organizations, and private sector stakeholders will evaluate applications and select projects for funding. After the initial round of funding ends, the selected projects will receive two years of support.

This initiative aims to increase the use of cloud technology by U.S. small businesses. The goal is to increase the number of businesses using cloud services by half, which would add $15 billion to the economy each year.This will be accomplished by reducing business costs, improving efficiencies, and increasing productivity.

The Department of Commerce’s National Institute of Standards and Technology (NIST) will continue to lead the way in developing standards for cloud computing. By doing so, NIST will help ensure the security of information stored online and protect against cyber threats.

The Department of Homeland Security is helping to develop cloud-specific standards to improve the security of data stored in public clouds. In addition to these efforts, DHS is working closely with industry partners to implement recommendations released last fall by the President’s Critical Infrastructure Protection Board. These recommendations encourage the adoption of encryption software for sensitive information being transmitted over networks. Encryption software creates barriers between computers connected to a network and helps prevent unauthorized access or modification of data.

As part of this initiative, the Small Business Administration (SBA) plans to offer additional training and education programs to assist small businesses in adopting cloud technologies. Additionally, the SBA will provide funding for grants to small businesses interested in implementing cloud technology solutions.

The U.S. Department of Commerce (DOC) today announced the launch of a new initiative designed to advance its mission to promote American innovation and entrepreneurship by making cutting-edge technologies and services accessible to small business owners and entrepreneurs across the country.

DOC Launches “Access to Innovation” Program

Building on the department’s existing commitment to promoting economic growth by expanding access to technology, the agency launched Access to Innovations (ATI). ATI is a $300 million investment over five years to help businesses overcome barriers to innovation by leveraging DOC’s expertise and resources. Through ATI, the department will work with industry partners, academia, and local communities to identify and address critical issues related to increasing productivity and reducing costs.

Secretary Ross spoke about how important the innovation economy is to the United States. He highlighted the importance of supporting innovative companies, especially those owned by women and minorities, and encouraged attendees to consider what they could do to make their businesses even more successful.

AT&T and Verizon have joined forces to bring Fios to small businesses across the country.

AT&T announced plans to expand its national broadband fiber-optic network to serve small businesses throughout the U.S., delivering gigabit speeds of Internet connectivity. As part of the agreement, Verizon Communications Inc. joins AT&T as a provider of wholesale FiOS service, enabling small and midsize businesses to choose whether to lease or purchase FiOS service from either carrier.

The Department of Commerce (DOC), National Institute of Standards and Technology (NIST), and National Aeronautics and Space Administration (NASA) recently announced the launch of the Science Data Center (SDC). SDC is a cloud-based service designed to enable researchers to manage and access their data in ways that increase productivity, enhance collaboration, foster sustainability, and promote open science practices. The intent of SDC is to allow scientists to make use of the latest technology to access, store, analyze, visualize, and distribute scientific information.

This initiative will help researchers and public agencies improve and accelerate discoveries through improved access to data and analysis tools, including high-performance computing capabilities. The program uses a three-prong approach to ensure quality, security, accessibility, and sustainability. SDC will provide NIST’s trusted cloud services to users at no cost to them; these include both free services for research institutions and commercial offerings for industry.

SDC will provide managed access to the cloud through a flexible data management platform, secure storage system, and analytical tools. These components will work together to help maximize user efficiency and productivity while minimizing the time and effort spent managing and accessing data. SDC will also provide access to the nation’s existing data holdings and other cloud-enabled services.

The SDC will offer a variety of services to federal agencies and academic institutions. These services include:

A comprehensive searchable database containing over 2 million records from federal and private archives;

web portals for searching records that are easily accessible;

Secure file sharing systems that allow authorized users to collaborate on projects.

An advanced visualization capability that allows users to interactively explore and manipulate large datasets,

analytical tools for performing statistical analyses and creating customized reports

Capabilities to extract metadata from files stored in SDC for use in automated discovery requests; and

Support for the preservation of scientific knowledge and digital assets via the national Digital Preservation Program

SDC will benefit from NIST’s highly skilled technical staff who have extensive experience developing software solutions for government and academia. NIST’s leadership in providing cloud services to a broad spectrum of users has provided the foundation for SDC. In addition to these strengths, NIST has conducted numerous consultations with potential users to identify requirements, challenges, and opportunities for success.

With the upcoming release of cloud computing and virtualization technologies, SDC represents a significant advancement in the way we handle our scientific data, whether it’s housed locally or remotely. SDC provides a centralized location where data can be accessed, analyzed, shared, and preserved.

The Department of Commerce Announces a New Enterprise Services Initiative

In conjunction with the Department’s National Security Directorate (NSD), the U.S. Department of Commerce today announced a voluntary pilot program to test the potential benefits of cloud computing services for federal agencies. As part of the initiative, NSD’s Advanced Technology Program (ATP) is working with several industry partners to conduct pilot studies designed to evaluate the potential economic value of cloud computing infrastructure and applications for government users.

The Government-Wide Information Management Office (GWIMO) is leading the effort, along with IBM Corporation, Microsoft Corp., Red Hat, Inc., and VMware, Inc. These companies are collaborating with the NSF on the project. A number of other major technology vendors have expressed interest in participating as well.

In addition to these industry partners, GWIMO is partnering with the Department’s IT Federal Supply Scheduling Center (IT FSSC) to provide cloud computing services to the public sector market. By leveraging existing services provided by IT FSSC, government customers will have access to a complete suite of services, including public clouds, private clouds, virtualization and hosting services, managed services, application management solutions, and enterprise content management systems.

“Cloud computing presents significant opportunities for both the public and private sectors,” said Secretary Gary Locke. “We’re pleased to work with our industry colleagues, who share our commitment to making it easier for government to adopt innovative technologies.”

NIST’s ATP conducts research and development activities focused on information assurance and cybersecurity, among many other topics. In fiscal year 2010, ATP conducted over $32 million worth of sponsored R&D projects, totaling approximately 2,500 people involved at over 1,400 institutions across the United States. ATP also supports international collaborative efforts with its International Cooperative Activities program.
