Project Overview

The Department of Defense (DoD) is announcing its plan for modernizing enterprise services under the Cloud First Strategy. The strategy seeks to establish DoD’s cloud computing strategy based on three pillars: increased adoption of commercial solutions; use of open standards; and use of public clouds. The DoD intends to bring together existing services across agencies onto a single platform.

Key Milestones

By 2018, the DoD plans to implement the first phase of the strategy and begin moving toward greater reliance on private sector data centers and commercial off-the-shelf solutions as alternatives to legacy systems. By 2020, DoD plans to complete the second phase and move towards using public clouds for mission-critical applications.

The Department of Defense (DOD) announced today its plan to modernize the department’s enterprise services capabilities to ensure the department’s future warfighting capability requires less time and cost than currently required. DOD leaders will release a strategy for moving forward with modernization later this year.

“This new approach will improve how we fight and win our wars, saving billions of dollars at no additional risk,” said Secretary of Defense Jim Mattis. “We’re committed to providing affordable, resilient solutions that meet the demands of the 21st century while reducing the risks and costs associated with modernization.” We expect to deliver significant savings over time and to strengthen our force. “

Modernization is a major undertaking that involves acquisition reform, workforce transformation, infrastructure investments, and a focus on efficiency wherever possible. As part of this effort, DOD will begin working now to reduce the complexity of the department’s procurement processes, increase transparency and accountability, and transform the way we train people for war—including developing a comprehensive training strategy and establishing the Army Training and Doctrine Command (TRADOC) as the principal directorate responsible for training soldiers and leaders.

In addition to modernizing the department’s enterprise services, DOD is also taking steps to strengthen the department’s cyber mission, including investing in cybersecurity education and developing a more robust posture in cyberspace.

Enterprise Services Business Transformation Plan of the Department of Defense (DOD)

The Department of Defense (DoD) recently announced its plan to modernize enterprise services across the department. This business transformation plan aims to strengthen DoD’s current enterprise infrastructure and align each service’s operating model to support a more agile, responsive warfighter. The plan focuses on four primary initiatives:

Integrating the military workforce of today into the workforce of tomorrow;

concentrating on customer service and operational excellence;

Creating a robust information technology infrastructure

Improving enterprise application modernization

In order to achieve these goals, the department has identified three primary components of the transformation:

A business transformation team is made up of department representatives who provide leadership on modernization efforts.

enterprise services organization that provides end-to-end solutions across the spectrum of IT services, including cloud computing, managed security services, data center operations, network services, mobile applications, cybersecurity, business process automation, business intelligence, and human capital management services; and

An enterprise transformation program that includes the development and deployment of a standardized software framework known as the Unified Service Desk will enable users to complete tasks across the enterprise at any time with minimal disruption to their day-to-day operations.

Department of Defense (DOD) leaders have announced their plan for modernizing enterprise services across DOD to ensure they are effective, efficient, and responsive to our nation’s security requirements. As part of this effort, the department intends to establish a single unified agency-wide shared services organization, known as the Enterprise Shared Services Agency, which will consolidate current DOD shared service organizations and provide a single point of contact for DOD customers.

The Department of Defense Chief Information Officer’s Office (CIO) will serve as the lead organizational entity to manage the government-wide implementation of the enterprise services modernization initiative. The CIO will continue to manage enterprise architecture planning efforts across DOD, leveraging the capabilities of its enterprise architecture team. Additionally, the CIO will leverage the expertise of DOD’s business processes and systems integration teams to develop a roadmap for enterprise services modernization.

The department plans to implement this transformation over three years, beginning with a pilot program in fiscal year 2017. Once the pilot is completed, approximately 40% of DOD’s enterprise services workload will be fully shared.In addition, approximately 75 percent of DOD’s enterprise services workload will be managed by the Enterprise Shared Services Agency.

To accomplish this milestone, the DOD will take a number of actions:

putting in place a governance model for the enterprise services modernization initiative;

designating a lead office responsible for oversight and execution of the initiative;

Developing a framework to assess progress toward the goal of having the majority of DOD business run on a shared services basis;

Appointing a senior official to serve as the chief executive officer of the Enterprise Shared Services Agency;

Assigning responsibilities for transition management;

establishing a transition management board for enterprise services; and

implementing an action plan to address critical issues facing the department in transitioning to a new enterprise services environment.

DOD leaders believe that these changes will enable greater collaboration between the departments and agencies of the department while improving efficiency and increasing responsiveness to customers.

DOD Issues Proposed National Security Strategy

Summary: On May 10, 2016, DoD released its proposed National Security Strategy (NSS) for 2017-2022, emphasizing that the U.S. military “must continue to modernize our forces,” and that “we will remain vigilant in identifying emerging threats.” The NSS is intended to guide policy decisions and investments across the government over the next decade.
